合芜蚌自主创新试验区的系统目标与创新设计

摘　　要：自主创新是项系统工程。合芜蚌自主创新综合配套改革试验区在确定自主创新作为调整产业结构、转变发展方式、建设创新型安徽和加速安徽崛起进程的中心环节的同时,应从省情出发,重视县域经济发展、统筹城乡发展和城市协调发展的系统目标实现,并从经济制度、社会制度和政府职能转变等方面进行创新设计。The independent innovation is a systematic project. As He-Wu-Beng independent innovation testing district takes the independent innovation as its key objective of adjustment of industrial structure, transformation of development way, construction of innovative Anhui and accelerating development of Anhui Province, it should also focus on development of county economy, harmonious development between urban and rural areas, and the urban coordinated development based on the reality of Anhui Province. In order to achieve the objective, it should carry on the innovative design of economic system, social system and transformation of government functions.
