摘 要:水资源全成本定价包括资源水价、工程水价和环境水价。考虑水资源供需关系及在确定工程水价和环境水价时应遵循的原则,建立市场经济中水资源全成本定价模式。这种模式考虑了供水的所有成本及水资源的稀缺性,兼顾了供水企业成本,同时将水污染的成本内部化,转嫁给造成污染的生产者或消费者自身,也反映了水市场供需关系,是一种相对完整的定价模式。The full-cost pricing model of water resource includes water resources price, engineering water price and environmental water price. The full-cost pricing model of water resource in market economy is established considering the relationship between supply and demand of water resources and the principle when determining the engineering water price and the environment water price should be guided by. The full cost of water resource, the scarcity of water resources and the cost of water supply by enterprises are considered into this model, the expense used to treat with pollution is reckoned in this water-price model which reflects the relationship between water supply and demand. It is a relatively unabridged pricing model.
