大遗址管理体制改革的探索——基于风景名胜区管理体制改革的经验与教训

摘　　要：近年来,高速城市化进程所引发的经济发展与城乡建设对我国的大遗址带来了前所未有的冲击,遗址地地方政府在新形势下面临着遗址保护与区域发展的两难选择。如何实现大遗址科学保护与合理利用并举,一个与之匹配的管理体制是其前提与保障。为此,本文对我国大遗址管理体制进行了现状调查与问题分析。在论证大遗址管理对风景名胜区管理体制改革理论与实践可借鉴性的基础上,通过风景名胜区管理体制改革历程总结与经验教训分析,结合大遗址的资源特性与管理目标,对我国大遗址管理体制改革进行了思考。Recently the economic development and urban-rural construction resulting from rapid process of urbanization have brought about unprecedented shock to China＇ s big ruins. The local governments are facing a dilemma between ruin protection and regional development. To realize both scientific protection and rational utilization, a suitable administrative system should be precondition and guarantee. Therefore, the paper makes an analysis of the investigation and problems regarding the present situation of the administrative system in big ruins. Based on the reformative theory and practice, through the analysis of the summary and lessons of the reform of administrative system in scenic areas, the author rethinks about the reform, combining the resource features and administrative aim of big ruins.
