摘　　要：为从制度上保证建设项目环境管理的开展,有利于项目全过程环境保护工作科学化、规范化、有效化,在分析总结建设项目环境管理制度现状及建设项目实施环境管理制度的状况的基础上,指出了随着建设项目全面快速的发展和环境问题日趋复杂化,只依靠现行的环境管理制度已不能满足建设与环境可持续发展的要求,提出了在项目建设前期、建设期和运营期全过程中应建立的一些新的制度,构建了建设项目全程环境管理制度体系,促进建设项目全过程全面落实环境管理措施,实现建设项目全过程的经济效益、社会效益、环境效益统一。In order to insure the development of environmental management of construction project based on system and be propitious to make the work of overall proeess environment protection scientific, standard and effective, the status of the environmental management system structure of construction project and the implementation in construction project are analyzed and eoneluded in this paper. It indiets that with fast development of construction project and the comolication of environmental problem, the requirement of the construction and environment sustainable development cannot be satisfied on the present system of environmental management. The frame of overall process environmental management system structure of eonstruetion projeet is eonstructed and new systems in the prior period, construction period and operation period of the project are proposed. The demand of overall proeess environmental management system structure of construction project is to implement the measures in environmental management comprehensively and achieve the unification of economic benefits, social benefits and environmental benefits.
