论图书采购招投标模式存在的问题与对策

摘　　要：图书采购招投标是近年来高校图书馆、公共图书馆兴起的一种新型采购模式。从招标准备、发布信息招标、资格预审、发放招标文件、投标文件递交、开标评标定标及发出中标通知书等全过程,其目的是规范图书采购行为及扩大图书采购渠道,避免采购过程中违规现象的发生,确立图书市场行为的共同准则,从而为维护图书市场的公平竞争。结合本市的图书招投标实践,就图书采购招投标运作模式存在的问题,提出对策进行探讨。The books purchase incurs the bid is one kind of new purchase pattem which the recent years university library, the public library emerged. From the tender preparation, the issue information tender, the qualifications preliminary hearing, the provide tender document, the bid document submit, the opening of bids evaluation of tenders calibrate and send out are selected the written notice and so on the entire process, its goal is the standard books purchase behavior and the expanded books purchase channel, avoids purchasing in the process the contrary phenomenon occurrence, the establishment books market behavior common criterion, thus for maintains the books market the fair competition. The author unifies this city the books to incur the bid practice, the books purchase incurs the bid operation pattern existence the question, proposed the countermeasure carries on the discussion.
