摘 要:用局部均衡分析法定义了风电的社会效益,并研究常规发电的环境污染成本,建立了风电社会效益评价数学模型,分析了风电社会效益对风电比例、煤炭成本、CO2损害成本、风电投资成本及平均风速的敏感性。定量分析表明,保持一定范围的风电比例,降低风电投资成本,减小CO2损害成本及提高平均风速将使风电取得正的社会效益。这一结论对风电投资决策具有参考意义。The social benefits of wind power were defined through partial equilibrium analysis, the pollution costs of conventional power generation and mathematical evaluation model of wind power social benefits were studied. The sensitivity of the proportion of wind power, the cost of coal, CO2 damage costs, investment costs in wind power and the average wind speed were analyzed. The wind power social benefits would be positive if investment costs and CO2 damage costs were reduced, the average wind speed was raised. This conclusion would be valuable for decision making on wind power investment.
