黄河水源地生态补偿博弈分析——以甘南玛曲为例

摘　　要：甘南玛曲湿地对于黄河的蓄水和水源涵养具有重要作用,由于环境资源"公共产品"的属性,导致当地环境资源被过度使用,加之"搭便车"现象的存在又致使其生态建设供给不足。随着甘南玛曲环境资源外部性问题的日益突出,加强生态补偿问题的研究,从最大限度上弱化对环境资源的破坏已成为十分重要的研究课题。通过黄河水源地牧民、政府、企业以及流域上下游生态补偿各方的利益博弈分析,在博弈的基础上提出黄河水源地生态补偿机制实现的相关措施。Maqu wetlands in Gannan plays a key role in retaining and conserving water for the Yellow River. Nevertheless, the environmental resources have been overused because of its property of ＂public product＂. And the fact that everybody wants to ＂take a lift＂ leads to a shortage of funds for ecological construction. With the intensification of these external problems, it becomes absolutely necessary to conduct a research on the ecological compensation so as to minimize the destruction of environmental resources. The paper puts forward the measures to realize the ecological compensation mechanism for the headwaters of the Yellow River, based on an analysis of the struggle for compensation by herdsmen, local governments, enterprises and other concerning parties along the upper and lower reaches of the river.
