摘　　要：目的：研究建立一套较科学、可行的评估指标体系和方法，对计划生育科研机构进行客观评价，使决策部门了解掌握各机构综合科研能力的现状，为其制定发展和投资战略规划提供依据。方法：运用本研究建立的评估计生科研机构科研能力的指标体系和方法，对全国２４个计生科研所自建所至１９９５年５月３１日期间调查的有关资料进行了分析和评估。结果：按综合评估指数和一、二级指标评估指数对２４个科研所进行了分类分析，反映了“产出递减”现象及低效型机构还占相当比例。结论：这一状况值得重视和进一步研究。 Objective:To develop a scientific method and workable indicators to evaluate the family planning research institutes(FPRIs)in China ,so as to help decision-makers in terms of inspecting the research capabilities of the institutes,formulating strategic programs on investment and development ,and planning reforms in the scientific and technological system.Methods:Using the method and indicators established in the present study,the authors collected data of 24 FPRIs between the establishing the institute to 31 May 1995 and made an evaluation on the capabilities of these institutes.Result:The analysis of data revealed a noticeable phenomenon of “progressive decrease in output”and a group of institutes with high cost but low effectiveness.Conclusion:This phenomenon is worthy to be considered and further studied.
