摘　　要：通过对居民区的抽样调查了解"限塑令"实施后对居民塑料袋消费情况所产生的实际影响,包括消费总量的变化、不同种类塑料袋的消费数量变化、无标识塑料袋的利用率等情况。根据统计结果分析,认为正规超市和商场较好地执行了"限塑令",而提供无标识塑料袋的大量非正规商铺和商贩却没有被约束到,致使塑料袋减量化效果并不明显。但"限塑令"的积极意义仍然能够从调查中体现出来,应该坚持推行。最后就"限塑令"的实施提出了改进建议。Based on spot checks in three residential areas located in Shanghai, this article explains the impacts of the restriction of plastic bags on the consumption of plastic bags. Through the analysis of the resuit which includes changes of consumption amount of both total plastic bags, different kinds of plastic bags and changes of the using rate of unidentified plastic bags, etc, it is found that the regular stores and supermarkets comply with the policy well but most individual shops and stall - keepers do not, so effective reduction in consumption of plastic bags has not shown up. Since some positive effects of the restriction of plastic bags can be affirmed by the research, the policy should be supported positively. Finally, the article makes some suggestions for perfecting the execution of the policy.
