建立健全村级卫生组织的几点意见

摘　　要：针对村级卫生组织处于涣散状态，组织不健全，基础设施差，村级卫生技术人员不稳定，影响农村卫生事业发展问题，从坚持集体办医的原则出发，强化乡村卫生组织一体化管理；坚持统筹规划，加大地方政府行为，解决集体办医的覆盖面；坚持建立健全村级卫生组织，创建合格的村卫生室；坚持开展乡村卫生技术人员职称评定工作。Village health organization now has somehow been under a lax state with weak organization, poor facilities and unstable health workforce, which has impacted the development of rural health care. On the basis of the principle of collective health services, it is essential to enhance the integrated administration of rural health organization; to maintain unified planning, strengthen local government behavior and settle the coverage of collective health services; to institute and strengthen village health organization and establish qualified village medical station; to actively carry out professional title appraisal for rural health technicians to stabilize personnel flowing in the grassroots health units.
