收文应该有选择地归档──与李兴利同志商榷

摘　　要：针对李兴利同志提出的只归档发文的构想进行商榷,分析国家综合档案馆馆藏档案内容重复的原因,提出减少馆藏档案内容的重复不能以牺牲馆藏档案的齐全完整为代价,馆藏档案内容允许合理(必要)的重复。只归档发文伤害档案存史功能,收文类档案有选择地归档,既是现实利用的需要,更是齐全完整地保存社会历史记忆的长远需要。The opinion of just arehiving the issued documents of Li Xingli was debated. The reasons why the contents of the file collections in the Comprehensive National Archives was repeated were analysed. The conclusion is that the completeness and integrity of the documents shouldn＇t be damaged in order to reduce the repeat of the contents. It will affect the historic function if we just keep the issued documents. Archiving some receiving documents selectively is not only the necessary of present utilization but also the long-term demand of preserving the social and historical memory.
