摘　　要：针对投标人在清单计价模式下投标策略的选择问题,采用系统分析的方法,阐述了投标报价策略的基本类型,并分析了在清单计价模式下投标报价的影响因素,得到投标人需要区别不同的情况选择最适合自己利益的一个或者多个策略来调整自己的报价水平以争取中标的结论,为招投标实务工作提供决策依据。To help the bidder to select the proper tactics of tender offer in the bills--of--quantities model,the paper inducts some types of tactics and mainly contributing factors to tender offer at first,and then uses the systematic analysis to draw a conclusion that the bidder needs to select the most apposite tactics according to the different environmental conditions if he wants to obtain orders or construction contracts.
