阜蒙县新老农村社会养老保险对接机制构建分析

摘　　要：对已实施老农保的阜蒙县而言,在新农保试点过程中需要政府的制度供给和财力支持;也需要广大农民经济承受力的提高;更需要正确处理新老农村社会养老保险间的衔接、过渡问题。通过建立新老农村社会养老保险对接机制,即养老模式的对接机制、筹资方式的对接机制、经办机构、管理信息系统的对接机制,实现新老农保的有效对接与平稳过渡,充分利用已有社会保障资源,降低新农保的制度实施成本,建立与农村经济发展水平相适应、满足农民养老需求的新型农村社会养老保险制度。In Fu Meng county, the old rural social pension has been implemented, which needs the government system supply, financial support; the economic affordability improvement of the vast numbers of farmers, especially correctly handling the convergence and transition issue between the new and old rural social old--age insurance in the process of the new rural social pension mechanism. Through the establishment of the old and new rural social pension insurance docking mechanism, that is, old--age mode docking mechanism, financing docking mechanism, agencies, management information systems docking mechanism in order to achieve effective docking and smooth transition of the new and old rural pension insurance. The existing social security resources should be fully used. Costs should be reduced and the new rural social old--age insurance system should be established which meets the rural economic development level and the needs of farmers＇ pensions.
