“企业化政府”——美国金融危机的政治学视角

摘　　要：一般认为,美国金融危机缘起金融技术创新。文章审视美国金融危机的政治学背景,从而把研究视角延伸到与经济自由主义互为因果的政治结构——"企业化政府"。首先,美国金融危机是企业政治战略与企业化政府相互作用的政治过程,它基于特定的经济利益、并借助于公共权力,把自由主义理念扩大至公共领域;其次,伴随着经济上的自由主义思潮,在政治上形成了以企业为中心的政治结构,从规制政府到企业化政府,金融机构被引入非规则的"私"的领域;第三,"企业化政府"构筑了金融资本主义的政治结构,它表现为"公"权力的弱化,以及投机、掠夺的财富积累过程;最后,文章从方法论层面对企业化政府的表述提出疑义,进而指出走出金融危机的政治学路径,即"效率、公正与自由"。It is generally thought that the main reason for the financial crisis in the United States is the abuse of unregulated derivative financial products. This paper focuses on its political background and extends the research perspective to the political structure -- “enterprized government” -- which has resulted from economic liberalism. Firstly, the financial crisis in the US is a political process caused by the interaction between enterprises＇ political strategy and the enterprized government. With the help of public power and based on specific economic interests, the spirit of liberalism has been expanded to public areas. Secondly, followed by liberalistic economics, the government structure that imitates enterprises has been formed. The financial institutions have been introduced into deregulated “private” areas since rule -led government has transformed to enterprise -led government. Thirdly, the enterprized government has constructed a capitalistic political structure, resulting in the weakening of public power and contributing to the process of irrational wealth accumulation full of speculators and plunderers. Finally, from the perspective of methodology, this paper questions the description of enterprized government and points out the solutions to the fi- nancial crisis, which are “efficiency, fairness, and free economy”.
