保障党员民主权利的三点思考

摘　　要："尊重党员主体地位,保障党员民主权利"是发展党内民主的前提。当前,应从以下三方面着手,切实保障党员民主权利:加强党内法规建设,以组织法规的形式确认党员民主权利;加强党内民主制度建设,从制度上保障党员民主权利真正得到实现;加强党的基层组织建设,为党员在党内行使各项权利提供最基础的空间。It is a precondition for expanding intra-Party democracy ＂to respect the principal position of Party members and guarantee their democratic rights＂. To earnestly guarantee the democratic rights of Party members, we should, firstly, strengthen the building of intra-Party laws and regulations, affirming democratic rights of Party members in a form of organizational laws and regulations; secondly, make efforts to build intra-Party democratic systems to guarantee that institutionally Party members can truly enjoy their democratic rights; thirdly, strengthen the building of primary Party organizations, providing basic room for Party members to exercise their rights within the Party.
