摘　　要：乡镇是最基层的政府机关,其在国家行政体系中所处的特殊地位,决定了当前进行服务型乡镇政府建设具有十分重要的意义。建设服务型乡镇政府,是全面贯彻落实科学发展观的需要,是建设社会主义新农村的迫切需求,是巩固党在广大农村执政基础的需要,是全面实现服务型政府建设目标的基础。The towship government is the most primary government organization. This position of the organization in the state administrative system determines that building a service-oriented government is of great significance. Building a service-oriented government is the objective and urgent needs of implementing the scientific outlook on development in an all-round way, of building a new socialist countryside and of consolidating the foundation of the Party ruling in rural areas, and constitutes the basis for achieving the aim of building a service-oriented government in an all-round way.
