摘  要:阐述了联合国关于危险货物运输的建议书对锂离子电池或电池组的危险货物分类和运输包装的规定,建立了锂离子电池或电池组危险货物运输包装属性的评价方法。对十多批锂离子电池或电池组的危险货物运输包装属性试验结果进行了分析,指出只根据锂金属电池的锂含量和锂离子充电电池的额定瓦特小时来判定锂电池或锂离子电池是否危险品的做法,存在较大的风险。建议锂离子电池需经额定瓦特小时符合性检验、UN38.3分类测试全部符合后,且对电池的电极实施良好的防短路保护包装后,才可按非危险货物实施运输包装。United Nations" classification and regulation on lithium cell and battery pack in the "Recommendations on the Transport of Dangerous Goods" was introduced. The evaluation method for the dangerous goods package attributes of lithium cell and battery pack was established. Through analysis of lab test results for the package attributes on batches of lithium cell and battery packs, it was concluded that it bears high risk for current test method, which refers only to the lithium content or configured watt-hour of lithium cells or battery packs to determine whether the cells or battery packs are dangerous goods. It was recommended that lithium cells or battery packs are suitable to be transported as regular goods only after they pass both the configured watt hour test and UN38.3 classification tests, and be packed in short--circuit-- proof package.
