摘　　要：随着基尼系数的增长,我国贫富差距越来越明显,收入分配公平问题也越来越突出,甚至成为我国社会主义和谐社会建设征途上急待解决的重大问题。在国民收入的二次分配当中,初次分配起着决定性的作用。初次分配的公平与否,从根本上决定着整个国家的收入分配是否公平。因此,要彻底整顿收入分配秩序,必须将初次分配改革作为整个收入分配制度改革的着力点和根本点。With the growth of the Gini coefficient, the disparity between the rich and the poor has become increasingly obvious social phenomenon, the issue of equitable distribution of income is increasingly becoming a hot topic of social concern, and even become an impede for building a socialist harmonious society so that need to be solved on a major problem. In the two national income distributions, the initial distribution plays a decisive role. Whether initial distribution is fair or not, fundamentally determines the distribution of income throughout the country whether it is fair. Therefore, in order to completely overhaul the income distribution order, the reform of the primary distribution must be put as the fundamental point of focus of the whole income distribution system reform
