我国农村体育公共产品最优供给研究——基于西方公共产品相关理论模式分析与启示

摘　　要：我国农村体育具有典型的公共产品属性与特征,西方成熟公共产品理论对其具有重要启示价值。帕累托最优理论为创新农村体育公共产品的供给方式提供了一种思路,要求在我国农民体育公共产品的需求偏好与公共决策之间寻求一种均衡,并重视需求结构差异和空间布局,加快行政体制改革,合理确定中央及农村基层政府的体育事权职责与范围。但由于搭便车心理以及我国农民缺乏显示偏好及理性"经济人"假设前提,兼顾效率与公平的农村体育公共产品次优供给似乎成为合理选择。林达尔均衡既是一种良好需求偏好表达机制与理想供给模式,也是一种较好政治决策途径。虽然其实现条件同样具备理想色彩,但其隐含的社会公正原则和群众参与公共决策的民主思想意义重大。而蒂布特模型的迁移偏好与"用脚投票",启示我们重视农民工及其子女体育公共产品资源与服务的均等分享问题,同时推动发展小城镇体育,促进城乡体育公共产品供给的一体化发展。Rural sports has the typical characteristics and attributes of public goods, the western mature theory of public goods has important inspiration to it. Pareto＇s Optimal Theory has innovation in rural areas for the supply of public sports goods, demanding a balance between the public mechanisms and channels of expression for sports public goods. It need paying attention to the differences of structural demand, space layout, and reform of administrative system, determining a reasonable functions and scope of sports management for central and local government. However, due to minds of free-rider for farmers, as well as the lack of expression preferences and rational economic man assumptions, taking into account efficiency and equity in the rural sports suboptimal supply of public goods model seems to be a reasonable choice. Lindahl equilibrium is both a demand revealing mechanism of preference, but also a desired supply of public goods model, it is also an ideal of political decision-making process. Although it is an ideal color, it has great significances for social justice and democracy. Remove preferences and ＂vote with their feet＂ of Tiebout model also has important enlightenment, we should pay attention to equal share of public sports resources and services for migrant workers and their children, and also support the sports development of small cities and towns, promoting the integration development of the public sports goods supply in urban and rural areas.
