摘　　要：在新农村建设中,我国农村基础设施投资远不能满足农村发展的需要."沙化现象"的存在导致农村基础设施建设中农民的合作意愿缺失.基于博弈论的纳什均衡理论,从农村集体经济组织、农民的合作博弈的视角,分析了农民在基础公共设施建设中的理性选择.在博弈分析的基础上,提出了政府在制度创新时,应注重调动各方的积极性,建立良好的激励机制,并完善农村的现有机制的决策.In the new rural construction, the investment in rural infrastructure can＇t meet the needs of rural development. ＂The phenomenon of desertification＂ led to lack of the will to cooperate for the farmers on rural infrastructure. Based on Nash equilibrium theory of Game Theory,this paper analyzes the individual rational choices of the farmers in the game, and puts forword some decision-making methods that the government should pay attention to mobilizing the enthusiasm of all parties, set up some good incentive system,and improve the existing system in the rural areas.
