区域卫生信息化中的法规制度问题

摘　　要：近年来,在国家科技部、卫生部的引导下,全国许多地方政府、医院、专业公司都在努力开展区域卫生信息化建设。有的地方政府,如厦门市政府甚至把为市民建立电子健康服务信息系统作为为民办实事的重大项目,取得了良好效果。但是,大多数地区都遇到一系列法律法规制度问题,对区域卫生信息化的深入发展有严重制约作用。对此,进行了初步探讨,并提出解决思路与办法。In recent years, under the guidance of State Science and Technology Ministry and Ministry of Health, many local governments, hospitals, and professional companies make efforts to develop the informatization construction of regional health. Some local governments, such as Xiamen municipal government, take building the electronic health service information system as a significant project for civil affairs for civilians, and receive good effects. However, these measures in most of regions face a series of law and regulation problems, which sharply restrict the deep development of regional health informatization. In terms of this, it makes the initial discussion and puts forward the solution thoughts and methods.
