摘　　要：电子白板技术作为网络教学的基础技术得到了最广泛的应用。文中对利用网络套接字，进行电子白板系统的设计和实现，以及使用MSTTS（文本朗读）语音处理技术，作了较详细的论述、并给出了Windows下实现的关键Visual C＋＋代码和一个简单实例．Whiteboard is widely used in network education as a basic technique. A detailed discussion of how to design and implement a Whiteboard System on Sockets, and applying MSTTS （Microsoft Text TO Speech） technique as well, is contained in the paper. Key program codes and a simple example in Windows are present.
