总结经验 振奋精神 努力把退耕还林工程建设推向科学发展的新阶段

摘　　要：回顾了退耕还林工程建设10年进程、主要政策及法规精神,总结了工程10年的成效与经验,论述了做好新时期退耕还林工程的重大意义,部署了当前和今后一个时期退耕还林工程的相关工作。到2008年底退耕还林工程中央已投入达1918亿元,到2021将达4337亿元。退耕还林工程在改善生态环境、调整农村产业结构、促进农民增产增收、促进社会转型、提升中国政府形象等方面影响深远。统筹兼顾、注重民生、直补到户、个体承包、责任到省、强化管理是退耕还林工程取得成功的重要经验。做好新时期退耕还林工作是我国推进生态文明建设、增加森林碳汇、拉动内需、维护社会稳定的重大举措。推进和巩固新时期退耕还林工程要做好加强组织领导、巩固现有成果、切实落实政策、提高工程质量、保护合法权益、提升管理水平等工作。The paper reviewed the Conversion of Cropland to Forest Project （CCFP） process, important policies and regulations spirit in the past 10 years, summed up the effectiveness and experience of the project for 10 years, do a good job in the new period discussed the significance of CCFP, the relevant work in the current and future CCFP. The central government has invested into the project by the end of 2008 reached 191.8 billion yuan, by 2021 will reach 433.7 billion yuan. CCFP in improving the ecological environment, the rural industrial structure adjustment, promoting the farmers increase production, promote social transformation and enhance China＇s image of the government so far-reaching. Integrated, pay attention to people＇s livelihood, direct subsidy to the home, individual contracts, responsibility to the provinces to strengthen management is important experience to the success of Grain for Green Project. Doing a good job in the new period of China＇s CCFP is an important measure to promote ecological civilization construction, enhance forest carbon sinks, stimulate domestic demand, maintain social stability. To promote and consolidate CCFP in the new era is to do six areas better.
