关于做好当前退耕还林工作的几点意见

摘　　要：按照党中央、国务院有关要求,对进一步做好新时期的退耕还林工作重点强调了五个方面。包括对退耕还林工作的进一步认识、工程成效与经验的深入总结宣传、保质保量完成工程进度、强化资金管理与责任落实、"十二五"退耕还林工作谋划。强调指出:做好退耕还林工作,关系到我国的物质文明、精神文明、政治文明建设,关系到我国的国际形象。各地要高度重视,投入精力,研究新的退耕还林工程规划问题,注重实效,不搞利益均沾。规划规模要科学测算,严格限定在陡坡耕地和严重沙化耕地多、生态地位重要的区域,兼顾耕地保护与生态建设的需要。According to the State Council, Vice Premier Hui Liangyu on instructions and central requirements, do a better job in the new period of returning farmland to forests, stressed five points. Including a better understanding of the Conversion of Cropland to Forest Project （CCFP）, in-depth summary information of the experience and effectiveness, complete the progress of works with quality and quantity, to strengthen financial management and responsibility to implement, ＂tweleve-fifth,＂ returning farmland to forest planning. Emphasized that： do a good job returning farmland to forest, related to our material civilization, spiritual civilization, political civilization, bearing on China＇s international image. All localities should attach great importance to devote their energies to study the new issue of returning farmland to forest project planning, results-oriented, not to engage in equal opportunity. Planning the scale necessary to make scientific calculations, strictly limited arable land on steep slopes and severe desertification of arable land and more important regional ecological status, taking into account the protection of farmland and ecological construction.
