摘　　要：专利制度是推动和保护技术创新的长期稳定起作用的强有力的基本法律制度和有效机制，是政府推动技术创新的核心政策手段。专利制度在技术创新中具有激励发明创造、推动技术创新，避免重复研究、有效配置创新资源，促进技术创新成果的商品化和市场化的重要作用。Patent system is the powerful legal system and effective mechanism to promote and protect technology innovation for long time. It is the core policy measure for government to promote technology innovation. Patent system plays an important role in following areas, such as encouraging creation, promoting technology innovation, avoiding repeating research work, deploying innovation resources effectively, and accelerating the commercialization of technology innovation production.
