摘  要:随着精英高等教育向大众化高等教育的转变,高等教育质量评估的范式也随之发生了改变,一元的评估标准向多元的评估标准转变。高等教育质量评估的价值取向从对院校整体效益的评估逐渐转向对学生发展和学习经验的评估,体现了为学生服务的终极目的。地方大学的教学改革必须重新进行定位,开展多层面的改革,切实提高教与学的质量。With the transformation of elite higher education to popular higher education, the paradigm of quality assessment of higher education has changed. Thus one dimensional criterion of assessment has changed to muhi-dimensional criteria. The value-orientation of quality assessment of higher education has transferred from evaluation of overall benefit of universities to assessment of development and learning experience of students, which represents the ultimate aim of serving students. The innovation of teaching in provincial universities must be re-orientated and muhifaceted innovation must be carried out so as to improve the quality of teaching and learning effectively.
