摘　　要：1.历史与现状 众所周知,中国的通信在相当长的时期里一直落后于国民经济的发展,严重影响和制约着国家经济和社会的发展。八十年代初,我们认识到,要解决通信在国民经济发展中的瓶颈问题,就必须建立一个现代化的通信网。The paper is adapted from the study report-The Policy Study for the Development of National Telecommunications High-Tech Industry supported by the CINICA and MPT. The history and the current state of the industry is reviewed, and its demand is forecasted, in order to analyze the market and development space for the national telecommunicatons high-tech industry. By the results of forecasting, about $ 20 billions per year is demanded to the year 2000. That is a golden opportunity for the national telecommunicatons high-tech industry, butis also a huge challenge.
