摘　　要：大量实践观察表明,社会信用体系缺失和知识产权保护制度缺位,事实上已成为影响我国地方产业集群嵌入全球价值链和集群升级能力的关键因素。剖析了这两种制度因素与我国地方产业集群嵌入全球价值链之间可能具有的相互作用关系。研究发现,我国地方产业集群的出路在于基于国内市场空间的国家价值链(NVC)的培育,通过对专业市场型和领导企业型两类主要地方产业集群的分析,探索了我国构建国家价值链并且依靠国家价值链实现地方产业集群升级的可行方式。Separation and integration of Global value chains, making China＇s industrial clusters in many parts of the carrier as a foundry business into the global value chain division of labor. But in this division of labor, the upgrading of our local industry cluster has been double blocked by the international buyers and transnational corporations in developed countries, being forced to accept the capture-style governance, which results the plightj of large number of local industrial clusters in China unable to upgrade to high-end value chain. A large number of practical observation shows that the loss of social credit system and lack of intellectual property protection system, those two dimensions, in fact, has become the key factors of affecting the local industrial clusters of fitting into the global value chains and clusters upgrading capacity. Starting from this point of view, this article deeply analyzes the interaction between the two dimensions and our local industrial clusters embedded in global value chains, also it analyzes how the impact of losing system is affecting local industrial clusters in China＇s accession to the global value chain and different motives of domestic value chain, source of competitive advantage, as well as the differences of the upgrading capacity of the clusters. The study found that the local industrial clusters＇ development in China lies in nurturing the national value chain （NVC） based on the domestic market space, through the analysis of two major classes of local industrial clusters which are professional-based market and the leadership-based market, the author tried to explore the construction of national value chain and rely on it to find a feasible way to upgrade the local industry clusters.
