研发投入、行业内R&D溢出与自主创新效率——基于中国高技术产业的面板数据(1999—2007)

摘　　要：运用高技术产业1999—2007年13个三位码行业面板数据,定量评估内资企业自身研发投入及行业内R&D溢出对该行业自主创新效率的影响机制,结论为:该行业内资企业自身R&D资本投入和研发人员投入对其创新产出的提高具有显著的促进作用;高技术产业总体的国内技术购买、技术引进及外资企业本土化R&D投入通过研发创新领域相互竞争机制对该行业自主创新效率存在显著正向溢出效应。在消化吸收能力较强的行业中,行业总体国内技术购买水平对内资企业创新产出存在负向R&D溢出效应。The paper analyzes influences of R＆D investmentand R＆D spiUovers on the efficiency of independent innovation ability of domestic high-tech industries in China with a panel data model. The results indicate that investment of R＆D physical and human capital has positive effect on the independent innovation efficiency of state-owned enterprises. SpiUovers from purchase of domestic technology, technology import and the local R＆D of foreign MNEs also have positive impact on the independent innovation efficiency in this industry. The local enterprises which have stronger ability to digest and absorb tend to absorb more negative impact of the R＆D spillovers from the purchase of domestic technology of high - tech industries.
