摘　　要：目前我国石油投融资体制和运行机制存在诸多缺陷和不足:投资主体风险约束机制尚未真正建立起来;石油投资项目缺乏科学、民主的决策机制;资金有偿使用意识、投资效益意识淡薄;缺乏长期稳定的筹融资渠道;为石油投资决策和建设服务的市场体系不健全。石油投融资体制改革的基本思路应该是:石油、石化等企业要成为经营性投资主体,其投融资活动按市场经济规律运作,自主选定投资项目,自己筹措资金,自行承担投资风险;政府综合运用产业政策和财政货币金融手段,对石油、石化投资总量和投资结构实行宏观调控和引导;加快培育和完善石油工业的国家投资主体;建立以资本为纽带的母子公司体制;建立健全石油融资体系;积极稳妥地发展股份制、国内合资合作等多种形式的直接融资方式;努力培育和完善石油投资决策体系,建立市场服务体系。Currently ,China' s petroleum investment & financing system has shown many problems, such as the lack of a real risk constraint mechanism for investors and a scientific and democratic decision-making system for investing in petroleum projects, an ignorance value of using capita) and investment efficiency, a lack of long-term stable financing sources, and an irrational and incomplete market service system for petroleum projects. Therefore, the investment and financing system should be reformed to match the following framework. Petroleum and petrochemical enterprises should become the operation investors, enabling them to organize financing activities subject to the market economy pattern, to select investment projects, and to raise capital and take investment risks without any external intervention. The government should apply industry policy and financial monetary means to adjust the macro-control, the direction of petroleum & petrochemical investment and the investment structure; speed up the cultivation and improvement of governmental investors: establish a company system linked by capital between parent company and its subsidiary; set up a healthy financing system for petroleum projects; promote such direct financing methods as a joint stock system, domestic joint ventures and cooperation; make great efforts to cultivate and develop the decision-making system for petroleum projects and establish various market service systems.
