摘　　要：立足于产业层面,国民经济动员潜力就是国民经济各产业中能够为应对紧急状态提供的潜在供给能力。国民经济动员潜力是国民经济体系被动员时的属性。因此,对国民经济动员潜力的研究就必须从研究国民经济体系入手。Based on the productivity of national industries, national economic mobilization potential refers to their capability in dealing with emergencies. It is the utmost potential of national economic system when mobilized. Therefore, the research of national economic potential must begin from national economic system.
