摘　　要：中国新型农村合作医疗制度从2003年开始试点,如今进入全面推进的新阶段。本文利用对安徽省7个行政村的实地调查数据,分析新型农村合作医疗制度运行中农民的意愿及存在的问题,主要表现在:新农合制度的宣传和落实不到位、新农合制度自身存在缺陷、现行医药市场严重制约新农合的健康发展,并据此提出相关政策建议。The new rural cooperative medical system was launched in China in 2003, till now it has entered into a new comprehensive implementing stage. This paper analyzes farmers＇ will and the status quo of new rural cooperative medical system based on the field data from seven incorporated villages in Anhui Province. Major findings include ： （ 1 ） the publicity and implementation of new rural cooperative medical system is incomplete, （2） new rural cooperative medical system is flawed in itself, and, （3） the current medical market severely constrains the healthy development of new rural cooperative medical system. Relevant policy recommendations are proposed accordingly for governments and medical institutions based on these findings.
