关于中国农村民间金融生态环境问题的思考

摘　　要：农村民间金融是存在于农村的、自发形成和发展的非正式金融，具有很强的内生性、路径的依赖性、以及存在和发展的合理性。农村民问金融不仅弥补了正规金融对农民融通资金、提供金融服务的不足，而且时弊端丛生的现存农村金融体系产生了重大的冲击，逐渐成为解决农业发展资金需求、健全农村金融体系的重要途径。因此，应该从制度上、监督管理上、法律法规上不断改善农村民间金融生态环境，使其在保持特色、优势的同时健康、规范的发展。The countryside folk finance is exists in the countryside, forms spontaneously with the development unofficial finance, has very strong endogenetic, the way dependence, as well as the existence and the development rationality. Not only the countryside folk finance made up the regular finance to allow temporary credit the fund to the farmer,to provide the financial service the insufficiency moreover the extant rural finance system which grew thickly to the malpractice has had the significant impact, became the solution agricultural development call for fund, the perfect rural finance system important way gradually. Therefore, should from the system, the management by supervision, the legal laws and regulations the progressive improvement countryside folk finance ecological environment, causes it during the maintenance characteristic, the superiority health, the standard development.
