图书馆地方性法规之数字图书馆建设相关内容研究

摘　　要：1996年至今产生的8个图书馆地方性法规对数字图书馆建设的规定由无到有,内容由简单到丰富。这些规定填补了图书馆法规的空白,其中不少规定会对今后图书馆立法产生积极影响。但是这些规定也存在着不足,如没有保障数字图书馆建设经费的专门规定,没有对于违反数字图书馆建设规定的法律责任的规定,缺少数字图书馆工作人员素质的具体规定,等等。根据以上这些贡献和不足,有针对性地对我国图书馆基本法关于数字图书馆建设规定作了设计。Since 1996, the rules about digital library construction in eight library local laws and regulations have been growing out of nothing and the content has been enriched. These regulations have filled the blank of library legislation. Some regulations have the positive influence to the future library legislation. But these regulations also have the insufficiency. It has not special regulations for the digital library construction funds, and not the legal liability regulation for violating the digital library construction regulation. It lacks the concrete provision of the digital library staff quality. According to above contributions and insufficiency, the author provides the concrete proposal to our country library law about the digital library construction regulation.
