摘　　要：内蒙古翁牛特旗——库伦旗地区是严重缺水区。地下水一直是该区工业生产、城镇居民生活及农村人畜用水的主要水源,其合理开发利用十分重要。本文通过分析该区地下水资源开发利用的基本情况,提出实现地下水资源实现可持续利用存在的问题即相应的对策与建议:必须科学开发、避免集中开采、计划用水、节约用水、水源替代、水源切换、水资源保护、水价体系以及加强立法和政府宏观调控等方面。Wengnuite--kulun county Inner Mongolia is an area great shortage of water resources. Groundwater always is main water headspring of industry and living in the area, and reasonable exploitation of the groundwater has significance. Based on analysis of the basis situation of exploitation and utilization of groundwater resources, the article puts forward some strategies and suggestions in order to realize sustainable utilization of groundwater resources such as science exploitation, to avoid concentration of exploitation, to plan water resources, to retrench water resources, to substitute groundwater resources, to switch groundwater resources, to protect groundwater resources, to carry out price of water, to enforce legislation and government macroscopic control.
