摘　　要：白色证书是一种有利于能效提升的市场交易制度，本文从概念和经济学原理角度对白色证书制度进行了介绍，并重点研究了白色证书制度的运营杌制，在充分研究的基础上，提出对我国节能工作在制度创新上的启示。The white certificate was one kind is advantageous in can the effect promotion market transaction system,this article has carried on the introduction from the concept and the principle of economics angle to the white certificate system,and has with emphasis studied the white certificate system operation mechanism, in the full research foundation, proposed conserved energy the work to our country in the system innovation enlightenment.
