摘  要:目的:建立基于DSS的医院临床科室成本效益的关键业绩指标评价体系,为提高科室成本管理能力,调整和优化管理手段,扬长避短,提高医疗服务的效率和效益。方法:运用专家咨询法进行两轮专家咨询,并对结果进行理论分析,确定评价指标。在此基础上,运用专家排序法和层次分析法,确定了KPI的各级评价权重。并用两年的数据进行测试。结果:建立了基于DSS的包括运营状况、运营结果和运营趋势的3个一级指标、8个二级指标和22个三级指标的医院临床科室成本效益评价KPI体系。结论:KPI具有较强的针对性和聚集性,将其应用于DSS服务,能为临床科室的运营管理提供决策支持。Objectives: To establish a key performance indicator of cost-benefit evaluation in clinical department based on the hospital decision supporting system to improve cost management capacity in clinical department, adjust and optimize hospital management to improve medical service efficiency and effectiveness. Methods: By Delphi methods, a set of evaluation indictors were established. The weighting coefficient of each indictor was defined by Delphi and analytic hierarchy process methods. The KPI system was tested by clinical department data in two years. Results: A KPI system including three first class indictors as well as operation status, operation results and its trends, 8 second class indictors and 22 third class indictors was designed. Conclusions: KPI system has good reliabilities and validity. It could support clinical department operation decision making.
