摘　　要：根据新医改方案提出的建立基本医疗卫生保健制度的战略目标,分析了基本卫生保健制度的内涵,并结合我国实际,从4个方面提出构建基本卫生保健制度的策略:建立国民健康政策,明确各方职责;强化政府在基本医疗卫生保健制度发展中的作为;完善我国医疗卫生服务体系结构;改良我国医疗卫生系统外部环境。Based on the strategy of constructing primary health care system which put out in the new medical system reform.The connotation was analyzed of basic hygiene system,and then combining with the fact,the constructing strategies of the system were elaborated：establishing civil health policy to define the responsibility of the government;strengthening government functions in the development of basic hygiene system;perfecting structure of the health delivery system; improving related operational mechanisms of health delivery system.
