以战略环评缓解重化工业时代的资源环境压力

摘　　要：从近年来重化工业发展、资本深化、产业转移及城镇化特点分析,认为我国已经进入重化工业时代。重化工业发展存在规模盲目扩张、布局不合理、污染物排放量大等方面的问题,对资源环境构成较大压力。战略环评是解决上述问题的有效手段,在宏观管理中,应通过资源环境承载能力分析科学限定产业规模,参照主体功能区规划做好产业宏观布局,以循环经济为主线优化工业园区企业布局,并积极探索针对相关战略和政策的环境影响评价。It is thought that China has been in the era of heavy chemical industry by analyzing developing speed of heavy chemical industry, speed of capital deepening , character of industry transfer and urbanization. In recent years, the resource and environment pressure has been increasing fast because of the blind expansion of scale, unrea- sonable layout and large emissions of pollutants in heavy chemical industries. SEA （Strategic Environmental Assess- ment） is a good means to solve these problems. At present, four aspects should be pay attention to： 1） Limiting the developing scale according to the analysis of resources and environmental carrying capacity; 2） Planning the macrolayout of heavy chemical industries according to the main functional compartmentalization; 3） Optimizing the layout of factories in industrial park based on the circular economy; 4） Exploring SEA on the strategies and polices which have relationship with the heavy chemical industries.
