摘　　要：通过研究发达国家创建循环经济的理论成果,结合中国经济发展实际以及中国现行法规的不足,从安全和经济视角,对中国循环经济立法现状进行分析,尝试在中国循环经济模式的初创阶段,为循环经济立法提供理论支撑。Through the research about developed country in the foundation circulation economical aspect theory achievement and the reality of our country economy development, the paper circulates the economical legislation present situation to our to carty to carry on the analysis, proposes to carry on the circulation economic type in our countries＇ newly established stage. The paper also points out that we should first carry on the legislation to the circulation economy, establish an circulation Economic rules and regulations with exhaustive content, consummates system and overall situation commands.
