林业公共品供给制度的路径选择分析

摘　　要：在林业公共品供给市场化的改革中,应着眼于建立市场机制与政府机制复合调节、职能互补的制度框架,完善林业公共品的供给对策,建立以政府为主导的补偿制度,并逐步完善以市场为补充的补偿机制;统一林业公共品定价以体现效率与公平的原则;林业公共品供给多主体趋势可避免由政府单一供给林业公共品过程中产生的"寻租"现象及较高的交易成本;林业公共品市场的创建将带来更高的经济效率、更公平的社会收入分配和更多的林业公共品供给;开展参与式森林资源管理,提高公众的环境意识。In the reform of the marketing of forest public goods supply, we should establish a market mechanism with the mechanism of regulation, institutional framework with complementary functions. The article made a perfect system of forestry public goods supply responses： the supply of public goods should establish a government-driven compensation system, and gradually improve the market for add compensation mechanism forestry unified pricing of public goods reflects the efficiency and the principle of fairness; forestry supply of public goods more than the main trend can be avoided by the government of a single supply of public goods forestry in the process of ＂ rent-seeking＂ phenomenon and the higher transaction costs; forestry public commodities markets will bring about the creation of higher economic efficiency, a more equitable distribution of income and greater social forestry supply of public goods; conducting participatory management of forest resources. Forestry is the effective supply of public goods major initiatives.
