摘　　要：金融危机对我国旅游业的影响已经初露端倪，为了刺激国内旅游复苏，国家旅游局推出了国民休闲计划，并在广东省试行。福利旅游作为国民休闲计划的组成部分，其发展对我国旅游业的可持续发展应该说有积极的意义。但也由于公众对其概念的不同理解而遭到了一些批判。福利旅游是一种特殊的旅游活动，我们在推动其发展的同时也应该注意其存在的问题。To revitalize China＇s tourism industry from the impact of the financial crisis, National Tourism Administration has worked out a national leisure program to stimulate the domestic tourism, which is being promoted in Guangdong Province for trial implementation. As a part of the national leisure program, benefit tourism is of positive significance to sustainable development of China＇s tourism industry, but it also receives repeated criticisms from the public who have different understandings. As a special part of tourism industry, benefit tourism should be well developed, with particular problems well noticed and solved.
