摘　　要：〔目的〕保障出入境人员的身体健康,防止疾病的国际间传播;增强国境口岸应对国际关注的突发公共卫生事件的能力,提高国家的国际声誉和竞争力,提高口岸的通关效率,促进地方经济的发展和国际间贸易往来。〔方法〕根据法律法规、国家标准、行业标准,参考创建国际卫生机场的模式,结合港口自身的特点,运用德尔非法的基本原理,构建国际卫生海港标准体系并在创建实践中加以完善。〔结果〕国际卫生海港标准体系的建立和创建活动的实施使港口的卫生控制能力全面提升,锻炼了检验检疫队伍,进一步提高了专业水平,并为港区发展带来了实际的经济效益。〔结论〕国际卫生海港标准体系的建立,为国家质检总局制定该行业标准奠定了基础;为在我国乃至世界其它港口推进创建国际卫生海港工作提供了科学依据;为世界卫生组织制定港口核心能力建设的具体标准提供了参考依据。Objective To protect health of entry-exit people, to prevent the international spread of disease; to enhance the port＂ s ability to deal with public health emergencies of international concern, to enhance the country＇ s international reputation and competitiveness, to improve the efficiency of customs clearance, and to promote local economic development and international trade. Method In accordance with laws and regulations, national standards, industrial standards, reference of building up the International Sanitary Airport, combined with the characteristics of this sea port, with the use of the basic principles of Delphi, to build up the standard system of International Sanitary Port and improve it in practice. Result The standard system of International Sanitary Port and its practice of building up enhance the sanitary control ability, and train inspection and quarantine team to further development. It also improves the port＇ s economics. Conclusion Standard system of International Sanitary Port provides AQSIQ with basis to set up industrial standards, and provides scientific basis for other international ports, and provide reference for the World Health Organization to develop specific criteria of port core capability.
