国际旅行卫生保健中心工作质量特性研究

摘　　要：国际旅行卫生保健中心的主要工作是为出入境人员提供国际旅行卫生保健服务,严把国门,防止疾病的传入传出。其区别于社会上体检机构,也区别于行政执法部门,其质量特性体现在把关和服务两个方面。为此,结合ISO9000标准,对把关工作的授权执法性、依法规范性,服务工作的无形性、同一性、差异性、不可储存性等质量特性进行研究分析。指出保健中心质量特性三个基本层次的内涵,实现途径;提出国家质检总局和保健中心两个层面的建议。旨在找准国际旅行卫生保健中心工作质量改进的突破口,不断地提高保健中心把关、服务的能力和水平。The main work of International Travel Healthcare Center （ITHC） is providing healthcare services to international travelers. It is to be the guarantee of the country and to prevent the introduction and spread of disease. There is differentee between medical institutions in society and administrative law-enforcement departments either. The quality characteristics reflects in two aspects： Cheek the quality and Services.This abstract combined with ISO9000 standards, do research about the authority of law enforcement in checking, according to law and normalization, intangibility, identity, differences and can not be stored of services and so on.We are pointed out that the connotations of the three basic-levels and approaches in the quality of working characteristics. We are putting forward recommendations at two levels between General Administration of Quality Supervision, Inspection and Quarantine of the People＇s Republic of China （AQSIQ） and International Travel Healtheare Center （ITHC）. The purpose is to find a breakthrough in the quality of work .We should continuously improve the capacity and level of cheeks and services.
