摘　　要：权力是一种支配性的作用力,就是使被支配者的意志服从于权力拥有者的意志,如果被支配者拒绝服从这种支配力量,就会受到不同程度的物质上和精神上的惩罚。在所有社会权力之中,行政权力最能体现权力的本质,因为它要借助统治阶级的暴力机器来实现对社会、经济和文化事业的支配。作为行政管理的基础,行政权力贯穿于行政管理的始终和各个方面,脱离行政权力的领导、决策、指挥、控制等等各个方面及其管理实施过程都是难以想象的。The power is a kind of dominant force, and it can make the volition of dominated party submits to the volition of the dominator. Those who refused to obey such a dominant force will be punished by varied degrees of physical and mental punishment. The essence of power, in any society, can be embodied by the executive power, because it must rely on the violence of ruling class to achieve social, economic and cultural domination. As the basis of the administration, executive power extends through all aspects of the administration. Separated from the executive power, the implementation process of leadership, decision-making, command, control and management are unimaginable.
