摘 要:在农民合作组织的构建和发展中,政府组织与农民合作组织节约和降低各自交易及制度成本的组织行为激励是导致后者行政科层化的根本原因,这使得农民合作组织行政科层化存在强制性、授权性和诱致性三类。因此,在农民合作组织行政科层化中,应尽量避免规定政府组织在农民合作组织构建方面的绩效职责,政府组织应着力于提高各项扶持政策的公开、公平和公正性,并提供宽松的政策环境以激励农民合作组织的自我发展等。In the construction and development of farmer cooperation organization, organization behavior incentive which governmental organization and farmer cooperation organization save and reduce its own transaction and institutional cost is the basic reason for the latter administrative hierarchy, which cause farmer cooperation organization administrative hierarchy to have such three types as mandatory, authorized and induced. Thus, in the administrative hierarchy of farmer cooperation organization, stipulating the performance responsibility of local government in constructing and developing farmer cooperation organization should try to be avoided, government should enhance the openness, fairness and impartiality of every support policies, and provide relaxed policy environments for inspiring self-development of farmer cooperation.
