协同监督 形成监督合力——试论行政问责制与其他监督机制的整合

摘　　要：我国是世界上监督种类最齐全、拥有监督机构和监察人员最多的国家。监督主体众多,但没有形成监督合力,监督效能低。行政问责制是近年来建立的力度最大的一种监督机制,应该通过行政问责制与其他监督机制的整合,协同监督,以形成监督合力,提高监督效能。Our country has the most complete supervisory types, supervising agencies and supervisory personnel in the world. It has numerous supervision body but does not form resultant force and has low supervisory power. The administration accountability system is a supervision mechanism having the biggest force established in recent years. It should integrate administration accountability with other supervision mechanism and supervise cooperatively to form resultant force of supervision to improve the effectiveness of supervision.
