摘　　要：诸多学者认为,制度建设是遏制我国行政成本过快、过高上升趋势的根本。制度建设是一个庞大而复杂的系统工程,行政成本的制度建设要搞好,首先须确定其原则。科学、法制和民主,是行政成本制度建设的三大核心原则。Many scholars believe that to institute rules and regulations is fundamental to curb the excessively growing administrative cost. Rules and regulations institution is a large and complex systematic project. Therefore principles should be defined initially so as to establish successfully the rules and regulations concerning the administrative cost. The three core principles are science, rule of laws and democracy.
