摘　　要：在全球化程度愈来愈高和跨国文化冲突难以避免的时期,考察高等教育质量保证的视角需要从传统高等教育理论转到教育外部的国家文化安全。视角的变化可以揭示出在传统视角下被遮蔽的重要内容。这些被遮蔽的内容可以提醒我们重视跨国高等教育质量保证方面的文化安全问题,促使我们更积极地参与跨国高等教育质量保证标准与实施程序的制订,保持民族文化的独特性。In the era of globalization, when international cultural conflict is becoming severer than before, the perspective of surveying quality assurance of higher education should be changed from the internal into the external aspect of cultural security. The change of perspective can reveal the important hidden content which can make us alert to the cultural security and ideological conflict of international quality assurance of higher education, impel developing countries to participate in the process of constituting the rules of international quality assurance of higher education and keep the unique feature of national culture.
