摘　　要：对青铜峡灌区世界银行加强灌溉三期农民用水者协会(Water Users Association,WUA)项目的后评价指标体系进行了层次分析.通过定性指标的量化,利用层次分析法(Anjalytic Hierachy Process,AHP)建立了综合考虑农民用水者协会的政策环境评价、灌溉效果评价、实施评价、社会效果评价和可持续性后评价的指标体系及其综合评价模型,对青铜峡灌区农民用水者协会的成效进行了目标评价值计算,其结果可以比较客观全面地反映青铜峡灌区利用世界银行贷款加强灌溉农业三期WUA项目的成效.The level of analysis was used in the water users association （WUA） post-project evaluation of the index system of the third-stage project for strengthening irrigation agriculture in Qingtongxia irrigation area by using loan from world bank. Through some quantification of qualitative indicators and by using analytical hierarchy process （AHP） and considering the policy of WUA, the post-evaluation index system and comprehensive evaluation model for environmental evaluation, irrigation result evaluation, implementation evaluation, social effect evaluation and sustainability were established. After calculating the objective evaluation of the value of WUA in Qingtongxia irrigation area, the results could objectively and comprehensively reflect the effects of the third-stage WUA project for strengthening irrigation agriculture in Qingtongxia irrigation area by using loan from world bank.
